Is there a way to turn off those annoying NAPs?

Am finding those things to be of no positive value whatsoever, rather an annoyance that makes playing the game more difficult. At best they are stupid and useless (like wearing paper bags). Is there...

@Lenny_Ogg Could be a language issue- what I understand that tooltip to mean is that if 4 NAPs are active at the same time, there isn't space for any more. So someone with 4 NAPs active would need to repeal one first before they are able to enact another one. I don't think it means that more NAPs will be enacted, just that you would have space to do so after a repeal.
