Is there some kind of bug with room mates or this intentional?

I am wondering if this is intentional or not but when I try accept more than one room mate, then despite having rooms with bed for three room mates I am only being allowed to assign beds to one. Is it intentional you're only allowed to have 1 room mate or not, if that is the case it begs two questions for me. One being why I am then allowed to advertise again for another room mate and why is that not explained then. If it's not the case is this a bug that appeared recently or one been existing for a while. Sorry first time I tried having room mates in my gameplay so not entirely sure how the system technology works anyone who can clarify it for me. If it's intentional or being a bug in the game and if it's always been the case or something should be reported?
