No there is actually a bug (was never fixed) where if you choose the "meet new friends" tone while your child sim is at school they never meet anyone new. I have had the game since day one and still have not had a child sim meet a friend this way. The only way to do it is to send them to the park, unless you don't have the glitch.
It wasn't a glitch. It simply wasn't a feature back then. Your kids should now be able to meet Sims at school if your game is completely updated. Also, I would suggest removing any mods.
