I've got to the point where I actively discourage my Sims from meeting anyone outside the family because I hate the constant text messages. However, when I do want a kid to make a friend (usually because I'm planning for the friend to become the eventual spouse), I just have them 'socialise' (or whatever the option is) at school until they meet someone suitable. They can then call each other, but as you mention, chatting on the computer is the fastest way to get the relationship from acquaintance to friend.
One thing I miss from S3 is the ability for Sim kids to hang out after school and do their homework together. It was less boring than doing it with a parent or on their own, and it helped them to make friends and raise their social bar.
