Needs have stopped decaying!?
So all of a sudden my sims needs stopped decaying, ive repaired game, reset sim, enabled motive decay, now some are working and some are not! anyone know how to fix it? thanks.

Both. Clicking on the Sim will allow you to just set their motives and clicking on the mailbox will allow you to set all Sims in your household or in the world. But they said in their first post that they made sure motives were enabled.
When this happened to me, as the OP said, reset, disabling then enabling motives, repairing the game, temporarily moving the Sim, and a few other things; none worked for me either. They just randomly started decaying normally after a couple (irl) days.
I did come across another suggestion just now though. Someone in the open bug report for this problem on EA's site said that using Modify in CAS, then accepting without doing anything worked for them for some reason.
