How would they know that? Besides, popularity also depends on how those creatures were implemented. Werewolves for me were a turn off in Sims 3 and mermaids could have been much better as well. Fairies too. And zombies are nothing but a (bugged) nuisance in the game.
I like to think that when they introduced new occults in Sims 3, they were testing to see how popular each one seemed to be so that they would know what they wouldn't want to invest on in the next game, Sims 4. I don't have too much interest in Werewolves (but if it means getting body hair then I'm all for it), Fairies/Mermaids are cool if they were updated to be better (thus understanding people's expectations for them to be in this version), and uh...Zombies are only liked by a very specific niche of people, as far as I've seen.
