This is a known bug. You may have to have a sim buy it, set the rent on the units and then save the lot to your Library/Galley. That sim can resell and the rent will remain the same until changed, afaik.

Hmmm, this issue was what we resolved with the second patch Tuesday. Are you fully updated?
Hmm... Maybe it's being caused by multiple issues, and one was solved?
