I'm at the start of Winter in my game and the calendar shows wind, rain, sunny, partly cloudy and freezing for the next week, but no snow. My sims are in Riders' Glen (plains area). I think the weather may vary by neighbourhood/zone.
We were told it can snow, but not sure if it's specific to Galloping Gulch (highest canyon-like neighbourhood) or everywhere.
