The clothes in sentiments kits is categorized as underwear and townies never walk around in their undies. For the Lovestruck clothing, I believe it's categorized as costume, so while they may not show around town wearing them everyday, I think it might be possible they wear them for Spooky Day. Possibly even for Geek Fest in City Living.
