Rampaging unplayed werewolves shouldn't be able to do things that rampaging played werewolves can't

When unplayed (or inactive played) werewolves are rampaging, it doesn't make sense that they can rampage-run into the boba tea shop, then calmly stand up and order boba, politely wait for their order and sit down to drink it. Or work their shift as a bartender, or participate in cheerleading practice.

If I were playing that werewolf, I wouldn't be able to order boba tea. I would have a very limited selection of actions during the rampage. It should be that way for unplayed werewolves too.

(Maybe they should be able to dance at the nightclub though? MAYBE)
