Random outfits? Why oh why?
Not sure if this is a common thing, but I think it might have started with Getting Famous. Sudenly my sims wear outfits I never designed for them. This is typical when they walk by when I play another...

agreed!! This has happened to me. I made NPC sims dressed in sophisticated clothing and then I will see them wearing horrific clothing when out on the town. Drives me nuts.
