Rental pack: How can you get your own NPC families into your own rentals

I'm experimenting and I get the impression I have to make an NPC family I want to move into my rental to have no home and then they'd show up in the list of possible tenants? Thanks for any info. Wat...

Yes, as long as they're not in the world, they can appear in the potential tenant pool.

Though as long as they don't have horses. 1 horse and they'll never appear in the tenant pool.
