¯\_(ツ)_/¯ Did they ever give an official one? They did for this pack. I'm not making up excuses, I'm saying what the gurus said in the livestream.
I would guess part of it is also how it would affect routing for SIms, animations, etc. And also whether they do or don't want to add them and what other things that fit a pack might be higher priority/more requested.
Or maybe there's someone on the team who absolutely hates bunk beds and always vetoes adding them ;)
