So my sim had her "birthday" (I made it a holiday so that she wouldn't have to age up but could still celebrate ^U^) and one of the traditions was Giving Flowers because she loves outdoors and gardeni...

If I remember correctly when you go to give a gift and its part of the tradition - or flowers, even, the tradition, if scrolled over says, "Buy a gift from the computer or phone." Those seem to be the only ones considered actual "gifts," unlike handmade things from your Sim's inventory.
And even though I've experienced Sims not liking bought gifts so it may just be personal Sim preference.
Sounds more like EA pushing their pro-capitalism agenda in their games :p
