Did you clear your Sims 4 cache files including the localthumbcache file? I would suggest doing that after completely removing your mods folder, then repair your game and start it up without your mods. Try it vanilla to see if anything changes, and exit without saving. If it worked, put your mods folder back in and try again. If you still have the glitch, it could be an outdated mod and you'll have to figure out which one it is.
I know you tried most of this already. You could use the "Freerealestate on" cheat while still on the map screen and it will make any house free, as a workaround.
