The New Romantic Boundaries

With the new base game patch came Romantic Boundaries.  How much of an impact is this going to have on my games? This is a feature that I'm not really interested in and I'd like to have this feature toggled off. If you set everything to NO will is make this not affect my game? Why does this not have a ON/OFF toggle in settings?
