This is something I learned while messing around with the game, and trying to figure it out myself.
If you want a pet without having to adopt, and move in one that you made, you can go into the CAS and start a new family. You will need a Sim made to use as a placeholder for the family, because it won't accept the family unless a Sim is present. You can make a bunch of pets, breed a bunch of pets, etc. What you will need to do is move the Sim into a lot, save it, and go into edit households. In edit households, you can transfer the pets to the household you want them to be in. The pets will and the original Sim they were with will still have a relationship, and the game keeps track of the pets' relationship to each other. For example, I can breed the same parents multiple times, and the game will still register them as siblings, and if the offspring have children of their own, there is a relationship between cousins, aunts, uncles, grandparents, ec.
I have seen pets on the Gallery by themselves, and that is a way to get pets as well, but I found out the tip after downloading the pets and breeding them, and trying to move them to preexisting families.
