That is a totally uncategorized interaction. This should come up in the first selection after you click on a sim.
It doesn't though. Is this one of those interactions where I have to click on the target sim, hit escape, click on the target sim, hit escape, etc. until Call Over eventually shows up? (there are a few interactions like that, for example Ask to be Girlfriend/Boyfriend)
I do like the new categorizations in general, but this issue is annoying.
