I tend to make different rules for each save rather than do the same every time. I usually will start out with a single sim or a couple and they either start out a bit like a rags to riches challenge on an empty lot or in an apartment. I have a lot more hours in my rotational saves but I do have a couple of saves that are one household. And one that has no occults.
The thing that will always be in every one of my games is multiple generations. I can't be entertained by the YA or Adult stages for very long.
