I find it depends on whether the sim I'm creating is intended to be a background character in the world or a central sim I want to play often. If they're minor, I'll usually randomize a name.
If they're more major, it's more of a process. If the entire family is from scratch, I might take inspiration from a tv show or movie, or I'll try to imagine what the parents look like they should be named. As for kids, I try to decide what types of names the parents would use based on religion, race, or more conservative/liberal values.
