Not a solution. I need multiple small apartments. And adding a doorless wall will not reduce the rent in any way.
I think you know the answer to this - the smallest apartments are not particularly small, you can't build your own apartments, so you're a bit screwed.
Not much else to say really, that hasn't already been said. As you know, the game is comparatively limited and doesn't allow you the same level of freedom as TS2 and TS3, nothing much has changed in that regard.
What answer are you looking for in particular?

I am not looking for a particular answer. I am looking for any logical solution for what we have here.
It seems I have to continue with the pretend and imagine thing here.
Build an apartment building with 6 - 8 studio apartments. Lock the doors. put single sims into each. deduct the rent by adding a fixed sum to the bills when they are due.
