Where can I find the garlic to ward off Vampires? Is it is in build or buy mode. My Sims live an apartment and I don't have a place where they can grow garlic--though isn't there a community garden ...

Use the cheat bb.showhiddenobjects and then search for garlic in buy mode.
If you don't want to use cheats you could also download a room from the gallery with garlic items in it.
