Why are my testingcheats automatically enabled when I open a household and when my sim changes lots?

This hasn't happened until recently. Do I have some sort of mod that I'm using that does that or is there a setting that was turned on or something? I don't know how big a deal this is but out of habit, I always try to make sure the cheats are disabled before saving my game cause I have this habit of thinking if I save with the cheats on, that could break my file cause I think that happened with one of my Sims 3 files.
