That actually makes some sense. Do you know if sims that are not active learn behaviours too? Like the sims I have put in clubs to use the bubble machine...will they learn to use it on their own even outside of the clubs by using it while in clubs all while I'm not playing them?

I have no idea, but from what I've noticed with a sim who has one of these on her lot, she basically ignored it for a long time until one day she started using it. There was computer, darts, books, game table, garden plants, aquarium, globe bar, on the lot and she preferred to spend her day swimming in the pool. She eventually took to reading, swimming, bubble blowing and occasionally admiring a signed autograph from some celebrity sim and sometimes looking at the fish.
You could try put the bubble blower in a cafe with few seats at tables (or no seata at all), to force sims to sit on the bubble blower seats. I think they will start using it autonomously.
