Why does everyone hate city living?

I think for some it is the inability to built apartments from scratch and most of the features are only restricted to the city and not other neighborhoods in which in previous versions features was accessible regardless of the EP it originated in. Update to original post, I prefer to stay away from the city because it is too congested. I moved a couple of my families into the city and just did not like it and moved them back. The festivities are nice and all but I wish I could edit the neighborhood and tailor the city to how I want it to look. It would have been great if I could have taken some of the apt tools and use them in other neighborhoods. :( CL is good to visit but not for me to stay. :)
