Why do you asssume everyone hates City Living?
I for my part like it. My Sims always start in San Myshuno (as Young Adults) and will move out of the city and build their own house in one of the "suburbs"/more rural worlds only later in life. (It also feels more naturally and better represent european living .... where living in your own house iin suburbia is rather the exception that the norm and the norm rather being the apartment life in the city)
I like the festivals and also, that appartments are not perfect, either having bad sides (like things getting out of order often) or, at last, annoying neighbors, who will like to be noisy at night and/or constantly stand on your door mat because you cooked something good smelling, or thy just are bored.
