Sims 3 was an sandbox openworld game and Sims 4 got rid of it and introduced levels. CL is the most restrictive, linear and static level so far.
You can play it once but its hard to go at it again as not much will have changed. Plus the neighborhoods are obsolete, putting alot of work there is a waste. When the next addon is released you will move to the next neighborhood and only universally available stuff remain of the addon. Like the singing skill, but theres not much you can take into your game or to build your neighborhood.
The Sims Brand atleast for many fans is standing for Sandbox but CL is Theme Park stuff. Abandoning and aiming at a complete different fanbase is not the thing to do when your Brand is already successful. The Vampire Pack is more of a sandbox experience you can use anywhere and anytime the way you want. Sims 4 need alot more Sandbox components to buff the general gameplay and not put all the nice stuff in seperate levels so you can only get a fraction of it at a time.
