One of my biggest gripes is that apart from the Spice District there is almost nothing to actually do in the neighborhoods. Even chess tables scattered around would have alleviated the boredom. The open communal areas offer nothing more than a food pop-up and then one other item if you are lucky like poster collection point or a bubble blower. These limitations make the neighborhoods super boring to live in especially if you are playing a family with children.
It seems to me that the only reason to purchase this expansion pack is to get a new world as the game play is severely lacking. I really don't like the 'diversity versus depth' approach. If EA released three times as many Game Packs I'd probably be a happy-ier player. For me TS4 still lacks content badly and City Living didn't really add much apart from the singing skill and the ability to play a guitar and sing, which I really do love but even that gets old fast.
Someone made the comment a few pages back about the food. For me that is super boring too. I don't care what my sims eat and I am not interested slightly in cooking every recipe available. My sims eats fish tacos 24/7 so that their body shape stays the same as when I made them in CAS. So many recipes while very few of them add any actual game play. If your sim plays basketball after eating curry they get a moodlet... that seems about all that happens. *shrug*
** Added: I think City Living is good for people who wanted a pretty setting for a Let's play or something similar as the night view is pretty. I just want more than a pretty setting to stare at, I'd like some game play so I can do something with my sims instead of just sitting watching them.
