One of the limitations in venue choices is that other than what the pack contains, there can only be base-game items. You won't see spa venues in a pack other than Spa Day, for example. You won't see restaurants outside of Dine Out. You won't see a lot of stuff for kids (unless the pack specifically has items for them) because there's not a lot of base game stuff for them.
It's easily remedied with editing the lots to what you need/prefer though. Only a few clicks and you can switch out any venue for any other one on the gallery.
Also, not every pack is about partying. In fact, I'd say very few are. Almost none of the SPs are, except for Luxury Party and maybe the holiday themed ones. Get to Work isn't. I've never used anything from GT for parties (because clubs can be about literally just about anything). Dine Out isn't. Outdoor Retreat isn't.
I'm convinced when people say this game is all about partying, what they really mean is "this pack doesn't have -x- feature I want". There's a difference.
