I don't like it because of its limitations and because it didn't really add anything truly substantial. When I first saw the hints for City Living, I became inspired to start making a city in Sims 2, building my own apartments for the first time. And I actually found designing them to be quite fun, though I'm not really a builder at all. But City Living doesn't allow me to have the fun of creating my own apartments to fill other neighborhoods, like Newcrest, or to find beautiful ones off of the Gallery. I'm stuck with apartments that have less room than Sims 2, most only holding 2 or 3 households, with little additional functionality. I also find the festivals to be very boring, though I liked those that Sims 3 had. I thought the Flea Market would be fun, but all you do is go and potentially buy an item or two, most of which are pretty much the same every time. If I could make my own festivals, that would have been fun, but nope.
There are little pieces of content in the pack that I like, such as the sales tables, but I expect an expansion to have something that actually expands on my game. Get to Work has retail, which I can use to set up stores selling my sims' craftables, and Get Together has clubs to liven up the world, but City Living has no main feature of any significance. The apartments are basically just residential lots with occasional annoyances that have no lasting impact and quick access to a food stall. I like the concept of the lot traits, but all of the ones that we received have very minimal impact on anything from what I've noticed, even the TLC one. I want lot traits that truly change the feel of a lot and my way of playing in it, rather than just slapping on some more moodlets, increasing skills that are already quite easy to build, and causing minor annoyances that are easy to get rid of and have little impact if they're not taken care of.
I hope with future expansions they actually focus on creating content that has more substance and depth. So far all of the expansions have been pretty shallow and meh, but City Living is the worst to me. I like the game packs and the stuff packs, but have not felt as if the money I spent on any of the expansion packs was worth it.
