Yes, there are two Karaoke clubs. No, they aren't family-friendly, but you could redesign one if you wanted a family karaoke club, I suppose. The karaoke machines are also purchasable: I have one in a family's penthouse. (He's a top athlete: they have money and can afford that kind of toy.) Using the karaoke isn't limited to the lot type, which is part of how it can open up for family play. I wouldn't take kids to any real-life karaoke place I've ever seen either.
They can't put stores in unless they ship two separate San Myshunos for different groups of people, depending on which packs we own. The lots in a add-ons have always been the new pack lot type + base game lot types. This isn't something new. And as someone who owns Get to Work for the careers but doesn't use the retail, I'd just be replacing them anyway... which I can do with any lot.
I find the festivals redoable, but not always with the same Sims. They're fairly spread out, though - if I'm playing with aging on normal, my Sims will be often be older by the time that festival rolls around again, in a different stage of their life, looking at it different ways. I suppose that if someone plays on long lifespan or aging off and only one household ever, they would get boring, but then, as a normal-speed-generational and/or rotational player, I can't really get my head around not getting bored that way regardless. I make my own variety, and if I'm going to every festival every time, I'm also missing out on what else there is. But I know that reusability is super subjective. There's no "right answer"!
I guess I also just can't get my head around why it matters so much which lot types San Myshuno ships with when we're not limited to them. My San Myshuno has the gym (which might get replaced at some point with something else - it's a great location for views there, but so is the Windenburg gym, which is my only other one - meantime, though, it now also has yoga and a juice bar), the art gallery, two karaoke clubs but one is going to become a bowling alley, one park (I've used this one just for a wedding so far) plus the other public spaces, a café in the Old Salt House, a rooftop restaurant/nightclub (it's set up for both, though I've learned that changing the venue type while my Sims are on the lot doesn't work to shift the NPCs - I need to leave and come back if they're going straight from dinner upstairs for dancing). In my less-played generational save, where my worlds are not fully populated, I'm considering also using the other two penthouse lots for community lots. I love the idea of a playground park with a view, or a rooftop public pool. A penthouse lot glassed-in library could be interesting too - I was at a library last summer that had stunning high-floor views! I could recreate that, complete with the barista bar and comfy chairs.
So basically, they can ship it with whatever, and if I want other stuff, especially stuff from my other packs? That's just Sims, right? That's up to me, and always has been. And part of what I really like about Sims 4 is that if I buy a lot of packs, I'm not going to run out of space in my new world trying to squash it all in. My San Myshuno Sims can head out to the Oasis Springs suburbs to go to the Science Museum (my only museum lot, but it has an observatory etc. that you can use: it's an interactive museum), or down the highway to the luxury spa in Willow Creek (I converted the museum post-Spa Day), or around the bay to Windenburg to the pool or that pretty old library.
