I've seen some more than usual but really not a lot unless you use certain things to cook on or they don't have skills.. or you give them miserable traits and have them cook while in a bad mood.
It seems like the chance for people to cook for themselves, especially on a tight budget with the §20,000 starting funds typically would struggle to keep up and on some occasions a nearby desk and the cooker can't be replaced if you are likely to get back half as insurance and you still only end up with §700 left in total. gaining the inspiration moodlet can help from showering thoughtfully before cooking which could help you reduce the house fires as you'll be in the right frame of mind for cooking. i haven't encountered house fires in recent playthroughs but it can happen even with the best cooker and you'd be lucky to get back in insurance 1/4 of the value it is worth plus damages to other things not covered that also need replacing.
One thing i dislike about when there is a fire on a lot is how random strangers just walking along just wonder into your house, unannounced and without permission and then proceed to make use of your place with no consideration to a fire in the house. Usually they leave right away after the fire is out, or a few hours afterwards. I mean would anyone of us walk into a building on fire to enjoy the place taking no notice of the fire that might kill us?
