Will unplayed townies autonomously move into rental lots?

If I keep neighborhood stories set to move in and move out, will my townies and other unplayed sims ever auto-move into or out of the new home type; rental lots? If they will, are there mods known ...

I build rental homes. All requirements are fulfilled. Every room is accessable. I can have my own sims move in, they pay rent and can live there. But there are no townies moving in and I don't know why.
