Adding extra Dutch names to townies

Hello,

I'm trying to add extra names for the Dutch language and everything works in CAS but it won't work with townies.
It ignores Dutch and uses the default English names.

These are the files edited:
S4_03B33DDF_00000000_784760DD00959DFA.xml
S4_545AC67A_006CA304_784760DD00959DFA%%+DATA.data
S4_545AC67A_006CA304_7036FF3703847744%%+DATA.data

Am i missing another xml file?
