Best friend scenario become best friend won't work

I had the same problem. The mod causing the problem was LittleMsSam More Bestfriends mod. Delete that mod and then go back into the game and become best friends with someone else (or cheat if you want the same sim: Forget sim -> set relationship level to true friend -> ask to be best friends(forever)).
