Alright, after testing my game out some more, I've found that two different mods were creating the same problem. They still seem to work on their own, but are creating issues with routing and completing actions.
One is a script mod; Aren's Genetic Transfusion mod - http://arensims.tumblr.com/post/116953883373/genetic-transfusion
The other is just a regular mod; DrChillGood's Kids Can Die Of Anything mod (which Scumbobo seems to have taken over on updating in the past) - http://modthesims.info/download.php?t=553361
