Build/Buy Mode is Greyed Out in Back to Work and repairing the EA app is so show

Hello,

This is a strange thing that happened to me. Just as the Sim I was starting to play was closing, I wanted to add some more stuff to their store, but the Build/Buy option is greyed out. When then went home, I can get into the Build/Buy Mode easily (I had added four family members, two of which are adults who can help with their business until they can hire more employees.). It was greyed out in this Sim's business, but not at their home. I did go back to the store and Build/Buy was still greyed out. 

I will test later on if this is a mod issue or not. If it isn't, I might have to repair it, but that has been taking so much time to do lately. I did that one twice. I did have to stop it and restart my laptop. 

I am just wondering that if this isn't a mod issue and that repairing it doesn't work,.what else should I do to fix this problem?
