Can't buy Retail Lots 2022

Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.91
What expansions, game packs, and stuff packs do you have installed? Everything except a few kits (Carnival etc...)
Steps: How can we find the bug ourselves? Try to buy retail lots.
What happens when the bug occurs? I cannot buy retail lots.
What do you expect to see? I expect to be able to buy available retail lots.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? No
I can't but any retail lots. When I try to purchase them, none of them are available. The game see them as all owned when they are not.
If I do a folder refresh (delete the The Sim 4 folder) and load a brand new save then I can buy retail lots, however, if I try to play in one of my backed up saves or another player's save file that I downloaded then I cannot buy any retail lots again. Previously,I could in all the save files I tried.
This continues to happens even after I removed all mods, did a folder refresh, and then finally completely uninstalled and reinstalled then reinstalled the game. I also tried a game repair and cleared all of my origins caches. Nothing except a brand new fresh save file addresses the issue.
- @Cowplant-Snacks I tested one of your saves (not sure if it was the correct one but it didn't look like a new save) and I checked some of the retail lots. A few seem to be owned but you can just sell them through the main menu and then there's one unonwed one in Mt. Komorebi which I had no issues buying.
Maybe you could add some screenshot with which ones you have issues with ?
