Steps: How can we find the bug ourselves?: Cook using fridge or stove/oven alone
What happens when the bug occurs?: Just seeing the old recipe menu, no cooking filters (they only show up using "cook together")
What do you expect to see?: The new recipe UI cooking filters when sims cook alone
Have you installed any customization with the game, e.g. Custom Content or Mods?: Yes, and tried taking some out to test

You need to take out all your mods, not just some I'm afraid, and delete the localthumbcache.package file. And test without any mods.

I scoured the broken mods post and googled this issue a bunch before making this post! I was actually surprised no else reported this specific issue (thought some other related issues were). I'm pretty good about deleting the localthumbcache.package whenever I make a mod/cc change now (only started doing that a few months ago lol). I don't have any of the mods on that list except for some of the updated ones (since taken care of) & one "bake everything in ovens" mod marked obsolete, which I took out before playing with the new patch.
Everything works properly with all my mods & CC taken out, and now systematically putting them back in to test. So far, CAS and Build/Buy CC as well as MCCC are all cleared, so I'm guessing it must be a specific mod.
@luthienrising are recipe mods the same as cookbook mods?
Just want to add in particular that if you use any "cookbook" type mods, those have UI that will need updating to see the new filters. Some have already been updated, so check the list in this forum or with your cookbook's creator.
Haha okay, clearly I missed this in the broken mods post, it's definitely the culprit!
