@raej125 I'm having the same problem, but with the Green Gardening Plan. I have a garden with 2 plant boxes with a total of 8 plants. So it seems to me I'm in compliance, but I've been fined twice and can't figure out why.
Buy Vertical Gardens and upgrade them.

I tried it, but unfortunately it didn't do any good, I'm still getting fined for non-compliance. It makes me wonder if this problem with the Green Garden Plan has something to do with the bug happening to the plants after the patch?

I always got fined, but I always assumed it was my fireplace. It's considered "industrial", but in Winter time, it's hard to keep my sim from freezing to death without it. Do you have Patchy on your lot? Bees?

I think I played the game long enough I can list what each NAP is and how to solve it.
For upcycling you need to create something new out of something old or use the recycler, food piles and trash and recyclers can be taken out of the trash with reduce and recycle lot trait. Food piles spawn every now and than, great way to get lots of bits and pieces, now you can also make food piles with the skelton blessing that came with JA by making the sim eat something. Also toddlers will make them too if you try to feed them when they are full or cranky. Buy candles burn them and take the old and send them in the recycler.
Eco upgrades, to comply with that upgrade a appliance with a ecco friendly part or use hanndiness skills upgrade the appliance with a ecco friendly option.
Green Gardening, to be in compliance with green gardening you have to be in the green footprint with adult plants, adding solar panels and windmills help the green footprint.
I am not going to list them all, but I just wanted to give you an idea.
I had a problem with one of my houses it had a big swimming pool in the backyard, and I was wondering why I was always getting fined even though I cut down on water, it turns out the pool was the problem, but I later figured out how to save that, the N.A.P that was my problem is the NPA that was activated was water conservation, a lot with a swimming pool does not conserve water, there is two ways to solve that problem activate the NAP says clean water and power, than put solar panels windmills and dew collectors on your lot, this will clear the water conservation nap. The other option is choose off the grid or natural well as a lot trait, this will allow you to have your pool, the off the grid lot tract would require generators, solar panels or windmills and dew collectors to make the power and water things functional. The natural well lot trait would be the easiest way, because you wouldn't need the rest of that power and dew collectors to comply.
For apartments which are really limited to make them green after upgrading them to reduce energy, the industrial power generators and dew collectors can use bio fuel which is a less putting fuel that comes from bees and bugs. Bee boxes come with seasons EP.
