enable hair growth option missing

All of them except Journey to Batuu, My Wedding Stories, Werewolves and High School Year, Carnaval Streetwear Kit, Decor to the Max, Fashion Streetwear, First Fits Kit, Incheon Arrival, Industrial Loft Kit, Modern Menswear kit and Moonlight chic kit,
Steps: How can we find the bug ourselves? Add body or facial hair on any sim either in CAS or through plan outfits options in-game
What happens when the bug occurs? the "enable hair growth" option is missing in CAS, both with a new sim and with outfit planning through game. Consequently, the options to shave with the mirror or shower don't show at all
What do you expect to see? the "enable hair growth" option in CAS and the options to shave with the mirror or shower
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.

I don't remember ever seeing the "enable hair growth" option since it was first patched in BG. I didn't know it existed and thought hair would just grow on adults by default. Since I didn't see any shaving options in game I kind of forgot about body hair since then, until I remembered today. Since it didn't seem to work for me I googled it and saw that there is supposed to be an option to enable it in CAS. I then started new saves with a completely new sim (not from the gallery either, just the sims that spawn first in CAS) and added every kind of body or facial hair to them in CAS. The "enable hair growth" option never showed. Then I moved them into a new home and tried it through the "plan outfits" interaction on a mirror. I tried those steps again after removing all my mods and again after repairing the game. The "enable hair growth" option never showed up for me nor did options to shave with the shower or with the mirror in-game.
