I am experiencing this, too. The game is literally unplayable.
I have all DLC, play on Mac. I can confirm this is not a mod issue. I also tried clearing cache and repairing game.
I wasn't sure if it was a patch issue, because the issue didn't start until this week which was a few weeks after the most recent patch. I patched immediately.
I play daily (or I used to — this is forcing me to quit my Simming habit).
The last thing I'm trying is a new save, maybe it has just corrupted all my existing save files.
I am experiencing the same issue - it also began for me only a few days ago
