For residential rentals to work, you need to complete the build before switching the venue to residential rental. Basically, do all the building and furnishing as a residential first. When you've done with all that, then switch the venue. Then create your apartments all at the same time as the last thing you do before putting sims on the lot.
To create the apartments, you click on a room one at the time and assign it to apartment 1. Once you've got all the rooms assigned to Apartment 1, then click on a room and click the dropdown and select create. That will create apartment 2. Assign the rooms for apartment 2. Then it's rinse and repeat for any remaining apartments you want to create. Once you're finished, the dropdown will show all the apartments you've created and shared with create at the bottom.
One other thing if you haven't read my previous post. You can't set up multiple apartments if the lot is owned so you can't do it if you go to build directly from live mode. The lot must be unowned, and you have to go to build from the map. Otherwise, all you get on the dropdown is shared and apartment 1. The create button will not work then.

no it wont let me go into the screen to play so i cant try anything at the moment. i think the for rent error has something to do with it because it was fine just yesterday and when i realized this error tried to fix it by repairing my game then restarting my pc but the only thing that happened was this, it wont finish loading. and when it does go past this pop up it stays on the loading screen and does nothing else.
