I'm having the same issue. I can confirm that the issue also happens with sims that have no photography skill. I wait for the popup to go to the gig if that makes a difference. I've tried using my sim, their phone, and a camera. The pictures are all stored in the photo storage for the gig, but it doesn't check them off on the list and so I can't complete the gig.
