[MOD RELATED] Splash Pads not spraying water

Product: The Sims 4
Platform:PC
Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.96.365.1030
What expansions, game packs, and stuff packs do you have installed? Growing Together and all of the other kits stuff packs game packs Expansion packs
Steps: How can we find the bug ourselves? Play Growing Together and build a splash pad. There's water emitters that are suppose to be used to make the mushrooms and ball and all that like they are actually splashing. But issue is they aren't working or splashing. Yes there is water on the pads and you can see them splashing but I thought there should be a fountain like spray coming out of the mushroom and the ball but nothing is coming out out of them.
What happens when the bug occurs? Sim won't go into splash pad with a water emitter placed on pad. My Sim gets the something in their way symbol when trying to splash In emitter. I made a water park and built a splash pad sucks the water don't even come out of the mushrooms and balls to looks like a splash pad ite just the ground! Please help
What do you expect to see? I want to see water coming out of mushroom and ball for splash pad not just water on the ground. A splash pad has water falling everywhere. I would love a bug fix for me to place any water emitter on the splash pads to look like it's actually falling out of it..sim won't go to splash pad with an emitter placed and splash in water.
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

Please fix cuz I love the splash pad and I thought that's what the water emitters where for to make them actually look like they have water coming out of them. Please help!

    What expansions, game packs, and stuff packs do you have installed? Every pack excluding the Star wars game pack.
    Steps: How can we find the bug ourselves? Place a water emitter from Growing together and turn it on. Turn on an already placed water emitter.
    What happens when the bug occurs? When you turn on a water emitter from "Growing Together" there is no water animation coming out.
    What do you expect to see? I expect to see water spraying out of the emitter.
    Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
    Did this issue appear after a specific patch or change you made to your system? Yes
    Please describe the patch or change you made. I installed Growing together.

    I experienced this bug whilst mods were removed.

    The NPC child is currently splashing in the public emitter and you caan see the water at his feet but not coming out of the object. Also an emitter on my residential lot which is switched on.

    @Dickensdanielle2 I've tried with your settings but was still not able to duplicate. I don't have the option of 144 refresh rate though. Did you change that in the options file or do you have a mod for that ?

    @crinrict Is the refresh rate the FPS? I'm not very tech savvy but my son is and I believe he changed the FPS rate for me manually through files on my laptop to fix a flicker I was getting whilst playing the game, this was over a year ago. Could this be an issue? I don't have a mod that adjusts any settings like this. Thank you.
