Ok I am not sure if I have completely nailed everything down yet, but I have discovered one bug, that I know for sure is happening without any mods involved.
I have been testing with mods on, off and different mods installed trying to figure out just what is causing the pet pregnancy bug, and so far i all I can say is, I don't know. It has happened when I tried just having some LittleMsSams mods installed, and no others and it happened once with two families, then I couldn't replicate it again. I tried some other things and got it to happen with just Mccc installed, but only once with two families again.
Then I was testing with no mods and I didn't get any pregnancies, but I did get a bug that tends to happen to the households that get them, though it was only happening to dogs and not cats for some reason. They were aging, all the dogs were elders, but the cats were still adult, I don't remember if they have different lifespans if that's true, they might have all been aging. With the aging happening in my unplayed households then, the other bug might still happen without the mods, I just need to check some more.
Edit- forgot to mention I am doing this in a completely new save as well. I can test in a copy of the original without mods if you want me to.

No I have aging off for all my households, played and unplayed, the "other" group including towinies and homeless sims still age. I just went into edit household into cas and the had become elders. When I had first notice this problem with the pregnancies, I went in to play the households as well and they hadn't just had the puppies and kittens but everyone had been aging too. My unplayed households without pets or without pets that were having litters were still not aging.
The households I have that get the problem I add to world through manage worlds and then place them though the gallery. I haven't played them yet, but they are still mine and shouldn't be aging.
Edit- oh I could tell they were old from the pic of the household they were all slouchy and tired looking so I checked them in cas.

1. Random puppies in households with neighborhood stories off. This did not happen if you removed all your mods/cc
2. Random aging while aging is off for npc dogs only. This only happened in the households that had the initial adoption issue.

The aging was happening in every unplayed household I had that had a dog. None had been adoptions they were made with the dog included or I moved them in from another household that had more than one pet from the household management screen..
I still want to double check about the puppies because even with mods on it could take along time to happen.I was originally playing a game but time didn't pass quick enough. So I made a vampire and just have them hibernate for a week at a time before I check anything. That's how I saw they were aging, But like I said sometimes puppies and kittens happen and sometimes they don't. I was going to check a bit more to make sure.

Oh and my settings are always the same whether I have mods on or not, I only ever have neighborhood stories off for my households and long life, I always leave aging on for npcs and neighborhood stories on for all the npcs. I don't change any of the life or pregnancy settings in any of the mods.

I'm reasonably certain that the pet pregnancies are MCCC. I noticed this myself some time ago and talked to MCCC support about it over on Discord. I also found references to some of the pet pregnancies in mc_cmd_center.txt, a log file in the MCCC folder in mods (if you put it in its own folder).

Yeah after more testing I was pretty sure it was too. I figured out the aging thing as well, it was just a misunderstanding I had and fixed. I'll look up that MCCC problem thanks.

The basic answer is: there is no toggle to bypass played households for pet pregnancies in MCCC. Spay and neuter your pets! (But through gameplay, not through CAS.fulleditmode, alas.)

Yeah, good tip. My problem had been setting multiple households up before playing them, so if I plan to have pets I have to wait to add them until I go to play them.
