    As others have said, it's not a bug. The tooltip is just confusing, but it works the same way as the other upgrades in the game. The tooltip is telling you how many parts you're missing. So if it says 2 parts, you're still missing 2 parts.

@Silfeh Quick question: where did you get the eco upgrade parts?

    one was fabricated and one was from a dumpster.  They stacked together even though they were from different places though

    you make them in the fabrication machine in buy mode

      My Sim with level 10 handiness has the required eco upgrade parts in their inventory, but the upgrade options that use these are still grayed out and undoable.

    You can craft them with the fabricator.
