Invite neighbors in will only appear when it is the Welcome Wagon otherwise it will simply say Invite in.
Doing any introduction counts as an Invite in so the option disappear. On the other hand Invite in does not count as an introduction. If you do an introduction outside the door they will mostly stand there chatting for some time until they autonomously decide to go in. Neither of this is a bug just how the game works.

yh i presumed that would be the case because who introduces themselves to neighbours then just has them stay standing outside xD... but they are sims after alll lol... they literally need their hands held.
attempted to say hi to them,
(which i noticed if i did that route, id have to say hi to each of them (for example 3 people knock on)
going off normal logic that would indeed mean they'd come in... some time......
but they dont''' they'lll just stand there chatting in the hallway holding food till the cows come home :<...
in an attempt to force them inside, i'd chat to them myself then click a random sit and chat here chair,,,
my sim would move to walk there,, but they'd just wave like a lunatic
