Have you tried adapting to using the Neighbourhood Stories move-in system without mods?

i.e. you have all the households you want to move into those lots in Other Households, and then turn on the story rule that they can move house for only those sims?

I'm not really sure how the system worked before, compared to how it works after Neighbourhood Stories was introduced. Have you tried replacing all the default templates in filters.neighbourhood_population_service with your own? Maybe that's where story_progression_lot_selection gets its template data from for Household Description To Lot Data?

    Hello and thanks for your reply!

    Prior to Neighborhood Stories, I had replaced all of the household templates (there's usually 3 or 4 for it to choose from) under each Household ID (the lot #) with just a single household template of my own in filters.neighbourhood_population_service . Starting a new game in a depopulated world, I'd run a sim from world to world to "Fill Empty Homes". After about an hour (Sim time) in each world, all of the houses filled with my own households. It worked really well except for the having to run from world to world. Also, MCCC Population needs to be removed from the Mods folder because it messes things up. 

    For Neighborhood Stories, they moved that whole section tying household IDs to household templates from filters.neighbourhood_population_service to story_progression.story_progression_lot_selection. It's entry is gone from the TDESC for filters.neighbourhood_population_service.

    I have found that even with EA's default story_progression.story_progression_lot_selection and just my tuning for fast repop and 100% filling of houses, the game doesn't seem to create any of the 3-4 households it has to choose from, it just fills houses with mostly single Sims and a few random families. 

    What I'm going to try next is to down tune all of the other filters in story_progression.story_progression_lot_selection, like for number of beds and relationship status, to see if that helps. It really feels like the Move In system itself is broken at this level though. I'm hopeful a patch may fix it.

    I can post some of the code later on this evening. I'm not at my gaming PC currently.
