The game's Neighborhood Stories isn't set up to make a Sim from one household pregnant with the child of a Sim from another household, and the messages that come up with just Neighborhood Stories (no mods) only name one household when a Sim is expecting, not two households (unless you mean you had two separate reports of pregnancies). If you can reproduce a Sim who should not be able to become pregnant doing so with no mods installed, or if you can reproduce that a parent is from another household with no mods installed, a full bug report would be appreciated! You can check in CAS to see if a male Sim is set up to be able to become pregnant - which could be the case if you downloaded a Sim from the Gallery. If Neighborhood Stories was set up to enable Sims to have children, they don't need two partners for that; it would be expected that they might have a child as a single person.

Sims not responding to commands can also be a result of outdated mods, not just general game lag (which has a lot of possible causes, mods included). You might want to check for mods that need updating, starting at that Broken/Updated Mods thread.

Sims autonomously kissing isn't a bug; it's the kind of thing you can expect to see Sims doing.
